The food was good and served quickly. I enjoyed a honey lemongrass rice noodle salad, and my husband had a wok dish which he enjoyed also. The restaurant is clean and the service is friendly.
In Ithaca for the weekend. I had seen this popular Vietnamese restaurant on previous trips but had not tried it. This small restaurant has a number of people waiting outside for a table. We were seated quickly. All the tables were full. The menu ranged from different pho , vermicelli dishes, stir fries, a vegetarian section, noodles. There were a few appetizers - dumplings , spring rolls , summer rolls. We ordered the crispy squid as an appetizer . This was batter fried squid with a sweet sauce. The batter was light and crispy , not greasy. This was tasty. Saw many people ordering the fried chicken. I'll have to try it on a return visit. We then shared the Saigon chow fun which was a dish of wide rice noodles, stir fried , and served in a brown sauce with carrots, onions, snow pea shoots, and tofu. This sauce was very watery and dish was bland. We also had the Buddha stir fry . A dish of mixed vegetables and tofu in a thin sauce. It was tasty. The food for me did not taste particularly Vietnamese. It didn't have the herbal freshness I associate with it nor did it have the mouth puckering taste of rice vinegar and fish sauce. Based on what I ate I have to give Saigon Kitchen 3 stars. There aren't many Vietnamese restaurants in town and I will return to  Saigon Kitchen in colder weather to try the different pho available.
The many years of high volume food output means this restaurant is quickly losing its quality standards. Timing for dishes coming out is poor..An appetizer comes with a main dish while someone else waits 10 more minutes for their main dish. There is little consistency: you may order a tofu/vegetable dish with just 3 cubes of tofu and a few limpid veggies one night and it's fine, great the next time. You can get very skimpy portions one night, the next night it's fine. Summer rolls used to come with several good veggies, mint and generous fillings. They were good quality. Now they are little more than lettuce, noodles and shrimp/tofu. My advice to the owner: Go back to the drawing board. Slow down. Do less and do it better. Be proud of what you're putting out. Care again about customer satisfaction.
