Come for the food, stay for the view! The Top of the World restaurant delivers pretty decent food though it's pretty expensive and isn't the most inspired. They claim that every seat has a view but absolutely request a window seat to truly enjoy everything. You'll be slowly revolving 360 degrees, 840 feet above the valley floor so you'll get to see the entire city! They also have a happy hour in their 107 Sky Lounge ( 4pm-7pm) which icludes half price appetizers and half on booze which may be a better option if you just want the view and don't want to spend too much on food. There is also a DJ that plays house music late into the evening but we left before that began.
We arrived at 5:10 for a 5:15 reservation had to wait till 5:45 to be seated. Once we sat down Courtney S and Issac took over and they did an amazing job as our servers! The food was EXCELLENT! I have eaten at the Paris and at Bellagio and this place rates right up there. Nothing we ordered was mediocre, from the bread to Salads to appetizers to main course. It was a lot of food we didn't even have room for dessert! We did have an espresso and that was excellent! And almost forgot great view!! If you are in town it is a most, it really isn't that expensive for a fine dining place it's what you would expect to spend.
I've visited the stratosphere which has recently been renamed STRAT many times and I love dining at The Top of the World. My favorite spot as far as the view and dinner but the process to get seated was not good. You make reservations and when you show up on time it still took two staff persons  an additional twenty plus minutes to seat one person. They are very unorganized and the frustration appeared to be apparent with many people waiting to be seated. Once seated, you great service and the savory options I chose for dinner was simply amazing. Starting with a bottle of Chardonnay and a crab cake that was a delicious app to begin with followed by the Chilean sea bass that was flaky and potatoes AU gratin that melted in your mouth and Asparagus that had a firm crunch with a savory flavor that combined with the sea bass made your palate scream for more. Last but not least was the creme brûlée for dessert that was creamy and to die for. In spite of the rocky start they made up in attentiveness service and delicious quality food and you get to enjoy the best view of Vegas. A must place to visit when in Vegas
