If you need fast, affordable, and freshly prepared food in the downtown area, this is the place to go.  The staff is always happy to see you and the service is great. It is a cafeteria in City Hall so don't expect the decor to be fancy, but you can get great views of the city while escaping the hustle and bustle down below. I especially recommend anything made with their green chili - not spicy but very flavorful!

Ok so I've had a year to think on this and my review is as follows. If you're looking for great food at a reasonable price then look elsewhere. Unfortunately most City Hall workers are trapped in the building and if you can't escape you're doomed to eat a lukewarm meal that is so bad my elementary school cafe was better. Most days the food is a mix mash of leftovers mixed with canned vegetables and fresh rolls right out of the bag. Chicken strip sandwich is a cold bun with the cheapest chicken you can buy in bulk. The redeeming factors are good breakfasts and Mexican food day. Since the breakfasts are made on a grill they are typically pretty good depending upon the cook, which rotates regularly depending upon who was released from prison last. Mexican food day should be every day. It is low budget but pretty authentic-ish AZ mex. There is typically an abuela there who makes sure it is good. The taco salad was my go to, but once they ran out of shells that was that. "Any more shells?" I would ask. The answer was always no with a large stack of large tortillas next to a deep frier taunting me. Maybe make one more? No. Nachos? Canned cheese. The prices have skyrocketed from 2017 on and the silverware went to the thinnest plastic that costs $.05 each. Ketchup? $.05. Soda fountain beverages became far more costly than a bottled drink elsewhere, if any were available at all. Hand written "Out" covered 1/3 of the selections on any given day. The salad bar is typically pristine the first 30 minutes of lunch but after that it runs on inertia. The price of salad by the pound instead of container increased the price tremendously. A normal salad suddenly became a gourmet $9 salad without the gourmet. Down the street a $9 fresh salad with dozens of ingredients was too much to eat. I used to pick light vegetables to keep the cost down. No tomatoes and lord help you if you picked the packaged macaroni or potato salad. That's a $12 salad. The atmosphere is dystopian at best. Sloppy handwritten signs litter the place with many a generation old. They all say why something is out, why it costs more, and why the size is smaller. Security cameras litter the ceiling like a prison, which I guess is appropriate since many of the newer employees were apparently felons or parole or work release. Staff that had been there for years were mostly let go after the new owner took over in the late 2015s. Ever present "wet floor" signs on dry floors nicely breakup the walkways. The coffee shop down stairs is run by the same owner. It was originally an official Starbucks in cooperation with St. Davids Hospital. You'd walk in and the smell of roasted coffee filled the atrium. The line was 10-20 deep throughout the day. Fresh muffins and all the normal Starbucks faire was present. Then, a kerfuffle broke out when a charge was made that the Industries for the Blind should also run the cafe. Out with Starbucks and in with mediocracy. Sub par coffee under the Starbucks brand. Pastries out of a box. Food trees with those cheap gas station snacks of peanuts and gummy worms. The prices actually went up, and then up again. Even with a captured audience they managed to decrease the line to 0 or 1 at any given time and increase the line at the Starbucks a 10 minute walk away. Gone we're the days of meeting in the atrium and hello to walking for 20 minutes for a coffee and then lounging in the courtyard. It's a truly perfect recipe for government productivity. In summary, the cafe is a textbook example of what happens when government hands out no bid contracts with a captured audience. Think public housing with food. Or the VA hospital down the street that was in the news for its high quality care. Not. Covid came along and the building emptied and even an overpriced coffee was lost for those of us left behind. It is back up today? I don't know. I can only imagine the quality with a reduced clientele. Best of luck City Hall workers. May your search for a quality lunch be fruitful.

The food is Ok at best.. problem is 2 things. Its over priced for the quality of food, and second... paper straws. Come on now!
