Frank's Noodle house is the best Chinese food in NE and maybe the best in Portland. Great food that never disappoints. I'm pretty sure Frank would have preferred the Covid to go only rules were made permanent though. Not much of a dinning room at this location. Food: 5 Service: 4 Atmosphere: 4
