Mac and cheese really good. Ordered a chicken caeser wrap. It had bellpeper and couscous? Pretty disappointed was thinking it would just be like a chicken caeser salad in wrap form. Was not good. Felt disappointed. Flavor was ok otherwise but was craving a good caeser wrap.

I’m sorry to have to review this way because as an American here for a short time in Taiwan and craving something from home, I went in with very high hopes after reading the reviews. There’s a strange species of restaurant scattered across Taiwan — places draped in Americana Memorabilia, Route 66 signs, Coca-Cola signs, neon beer logos, and the fossilized ghost of an America that maybe existed once somewhere off Interstate 40 in 1987. This place in Tamsui wants desperately to be one of them. It charges full USA prices. It serves American-sized portions. It plays dress-up to “appear” USA nostalgia. But the food itself? It bears as much resemblance to actual American cooking as a cardboard cutout resembles a living man. The hamburger arrived like a crime scene. The beef had that gray, metallic tang of oxidation — the flavor of low quality meat abandoned to time and over-refrigeration. No crust. No sear. No savage kiss of high heat that defines a real American burger. Instead it had been slow-cooked into submission, as if someone had heard about hamburgers secondhand from a pamphlet. The bun was pale, low quality, untoasted, structurally and spiritually defeated. For over twelve U.S. dollars equivalent, I expected the kind of towering, fresh-ground 80/20 double bacon cheeseburger you can still get at roadside joints all across America. What arrived instead was something exhausted and vaguely mournful. I actually had to spit out the first bite. That metallic flavor lingered like battery acid. The Caesar salad looked as though it had survived a flood. Lettuce drowning in dressing, limp beyond redemption, with all the texture and vitality of wet newspaper. Entirely inedible. The fries were acceptable, but congratulating a restaurant for not ruining french fries feels like applauding a pilot for locating the runway. What makes this disappointing instead of merely bad is that you can see the ghost of ambition here. Someone once cared about this place. Maybe an American founded it. Maybe there was once pride in reproducing real diner food instead of cosplay cuisine for tourists and homesick expats. But whatever soul existed has long since vacated the premises. Taiwan deserves better American food than this. Price per person: $600–800 Food: 1 Service: 2 Atmosphere: 3

My first time here and it completely surpassed my expectations. It's not cheap, but excellent value as the food was absolutely delicious. Worth every NT. The service was also surprisingly good. Arther was friendly and relaxed, but professional and gracious. We had a quick chat with Chef Elaine to congratulate her. She was also so friendly and gracious. I just moved to Tamsui and will be frequenting Kooks. Thank you Meal type: Dinner Price per person: $400–600 Food: 5 Service: 5 Atmosphere: 5
