If you're looking for more than just a vibe, Citizens & Culture isn't it. The atmosphere and energy are great. When you walk in, the music is blasting, the bar is lively, patrons are dancing, and the ambiance is modern and youthful. Unfortunately, that's where the positives end. Our server came across as disinterested and annoyed from the beginning. His attention was focused almost entirely on the larger parties, and unfortunately, everyone seated on our side of the restaurant seemed to be experiencing issues. Multiple tables had to call over the manager, and the entire situation became increasingly chaotic. The appetizers arrived cold. An isolated issue can happen anywhere, but the problems with both service and food only continued from there. I ordered ribeye steaks that had to be returned twice and remade a total of three times due to temperature issues. The waiter argued with me twice, insisting that the clearly well-done steaks sent out were medium-rare. Those are not remotely the same thing. On top of that, everyone in my party agreed there was no way those cuts resembled actual ribeye steaks considering the lack of marbling and the poor quality of the cut itself. I also substituted asparagus for Brussels sprouts, yet asparagus was sent out on two separate occasions until I stressed to the manager the importance of correcting it. My other two guests waited nearly two hours for their meals, with one of them only receiving fries during that entire time. Once again, the manager had to be called over to address the issue. One guest ordered Old Bay wings but was served what was very clearly an Asian Thai-flavored wing instead. And to complete the evening, another member of my party had to send back his lamb chops due to temperature issues as well. It was a complete disaster. Eventually, the manager told us we would not need to worry about the bill and that the meal would be taken care of. However, at the end of the night he returned and attempted to walk back that statement, first offering $20 off and then $50 off. When I stood firm and reminded him that he explicitly said the meal was on the house, he suddenly acted as if he had forgotten, apologized, and honored what he originally said. Very unfortunate experience overall. With all of that being said, I don't believe my time, patience, or money will be wasted here again, and I cannot recommend this establishment, in good faith, to anyone. We definitely enjoyed our evening at Citizens and Culture. The Dj, food, and service were top notch. The manager Kevin stopped by and greeted us and our waiter Luther was absolutely amazing. Definitely recommend for Citizens and Culture for a fun, tasty, and safe evening out in downtown Silver Spring. Food: 5 Service: 5 Atmosphere: 5
