Top Notch Meals is just what downtown Youngstown needed! I have been eating Vershanda's (owner) food for 15 years and it never disappoints. My favorite is the shrimp and grits. Be sure if you catch the lamb chops on special to get yourself some of those too! Top Notch Meals is located in the food court of the Phar Mor building. I believe they're open for breakfast on Saturday and Sunday. Get there and check out Too Notch Meals!
